That's a good question! Cross-border watersheds between Canada and the USA are dealt with by the International Joint Commission (IJC), I believe. There are agreements that have been in place for decades. Having said that, with the new administration, it seems like "anything goes", which, to me, includes fresh water. I am hopeful that nothing drastic is done to harm these agreements and the environment.
What happens now with the cross boarder cooperation, I understand the new administration has curtailed data sharing and funding?
